The European Social Fund /ESF/ is one of four European Structural Funds designed to strenghten economic and social cohesion in the European Union. The ESF is the main financial tool through which the European Union translates its strategic employment policy into action. It supports measures to prevent and combat unemployment and to develop human resources. It aims to promote a high level of employment, equality between men and women, sustainable development and economic and social cohesion. The Operational Programme Human Resources Development /OP HRD/ is the basic instrument to realize the financial support from the ESF in the field of human resources in the Czech Republic within the programming period 2004-2006. The number 3 priority of the OP HRD is the Long-life Learning Development.
One of the Actions which come under the OP Human Resources Development is the 3.2 Action - Support of Higher Education, Research and Development. The Action aims to support the higher education development permanently so the graduates are able to assert themselves in the job marketplace and to adapt flexibly to employers´ increasing demands on academically educated applicants for work.
Not only research and development institutions or professional organisations, but also and especially universities are allowed to apply for funds from the 3.2 Action. Janáček Academy of Music and Performing Arts in Brno took the opportunity to apply for a grant and presented two projects within the first call for proposal released by the Czech Ministry of Education, Youth and Sports in cooperation with the Ministry of Labour and Social Affairs in January 2005. JAMU successfully bid for funding - both projects were approved.
